The budget proposal President Obama recently submitted had several provisions designed to increase government tax revenue. But one provision concerning retirement accounts triggered alarm bells for many Americans, raising fears that the government will confiscate your retirement savings.

Why people think confiscation is possible
The provision in the Obama budget calls for tax laws to "prohibit individuals from accumulating over $3 million in tax-preferred retirement accounts." Specifically, the budget refers to a complicated formula that involves figuring out how much money a person would need in order to buy an annuity contract that would guarantee annual payments to retirees of $205,000 for the rest of their lives. The proposal would raise $9 billion over the next 10 years, according to the budget's forecast.

Immediately, many analysts jumped to the conclusion that the provision might involve actually taking away money from retirement accounts. CNBC's Larry Kudlow described the measure in a special editorial in the New York Sun as an "incredible and arbitrary limit or tax on -- or even possible confiscation of -- IRA-type tax-advantaged savings account [emphasis added]."

    If the market's had a great year in 2013, Discovery Communications (DISCA) has managed to do one better. Shares of the $30 billion TV broadcaster have rallied almost 32% year-to-date, stomping the performance of the S&P 500 by a wide margin.

    Still, investors hate this stock right now. With a short interest ratio of 10.7, it would take short sellers more than two weeks of buying at current volume levels to cover their positions.

    Discovery owns a handful of international cable TV channels, including the namesake Discovery Channel, TLC, Science Channel and Animal Planet, and positions in properties such as Oprah Winfrey's OWN Network, launched in 2011. Discovery's niche positioning gives it some big benefits -- the firm's channels focus on topics such as science, technology and history, and they're able to sell more targeted advertising as a result. That's helped push the firm's net margins far above those of more conventional network broadcasters.

    Discovery's channels are only part of the story. Content is king in the broadcast business, and so Discovery's 100,000 hour video library provides the firm with an extremely valuable asset -- especially now that streaming video firms such as Amazon.com (AMZN) and Netflix (NFLX) are falling all over themselves to license content.

    DISCA has some tailwinds at its back right now, and its hefty short interest gives it the potential to pop this summer.

    It's been a solid year for Thompson Reuters (TRI); since the calendar flipped over to January, this $30 billion financial media firm has rallied more than 22%. But don't worry if you've missed out on the move -- TRI looks well-positioned for higher levels thanks to the pattern that's been setting up in shares.

    Thompson Reuters is currently forming an ascending triangle pattern, a bullish setup that's formed by horizontal resistance above shares at the $35.50 level and uptrending support to the downside. Basically, as TRI bounces in between those two technically-important price levels, it's getting squeezed closer and closer to a confirmed breakout above that $35.50 price level. When the breakout happens, it's time to be a buyer.

    TRI closed above the $35.50 level in yesterday's session, but it's a little early to call it a breakout just yet. If shares can hold above that breakout level all through today's session, then the buy signal is worth heeding.
