The rating of Roadrunner Transportation Systems, Inc. () declines this week from a D to an F. Roadrunner Transportation Systems offers truck freight transportation services. The stock gets F’s in Earnings Revisions and Earnings Surprise. .

Guangshen Railway Co. Ltd. Sponsored ADR Class H’s () rating falls to a D (“sell”) this week, down from C (“hold”) the week prior. Guangshen Railway is a provider of railroad passenger and freight transportation, as well as railway network usage and services. .

And, you wouldn't be wrong, as the firm has been growing at a steady pace, with no end in sight to its expansion possibilities. However, with a 171! % price premium, investors might be better off waiting until a more favorable entry-point is available. Nevertheless, as a long-term investment, I feel highly optimistic and would thus even consider paying the additional cost.

Mid-Afternoon Market Update: Inovio Rallies on Vaccine Award; Citigroup Remains Down on Stress Test Results

Toward the end of trading Thursday, the Dow traded down 0.10 percent to 16,251.57 while the NASDAQ tumbled 0.71 percent to 4,144.66. The S&P also fell, dropping 0.30 percent to 1,846.69.

Leading and Lagging Sectors
In trading on Thursday, telecommunications services shares were relative leaders, up on the day by about 0.83 percent. Top gainers in the sector included Internet Initiative Japan (NASDAQ: IIJI), with shares up 9.5 percent, and RRSat Global Communications Network (NASDAQ: RRST), with shares up 4.9 percent.

Tech sector was the leading decliner in the US market today. Among the sector stocks, Bitauto Holdings (NYSE: BITA) was down more than 8.6 percent, while Ku6 Media Co (NASDAQ: KUTV) tumbled around 8.4 percent.

Top Headline
Lululemon Athletica (NASDAQ: LULU) reported better-than-expected fourth-quarter earnings and issued a downbeat first-quarter outlook. Lululemon's quarterly profit rose to $109.7 million, versus a year-ago profit of $109.4 million. On a per-share basis, its earnings came in at $0.75. Its revenue surged 7% to $521 million versus $485.5 million. However, analysts were projecting earnings of $0.72 per share on revenue of $515 million.

Lululemon expects Q1 earnings of $0.31 to $0.33 per share on revenue of $377 million to $382 million and full-year earnings of $1.80 to $1.90 per share and revenue of $1.77 billion to $1.82 billion. However, analysts were projecting Q1 earnings of $0.36 per share on revenue of $389 million.

Equities Trading UP
Baxter International (NYSE: BAX) shares shot up 4.78 percent to $73.42 after the company announced its plans to split itself into two companies.

Shares of Lululemon Athletica (NASDAQ: LULU) got a boost, shooting up 5.99 percent to $51.12 after the company reported better-than-expected fourth-quarter earnings and issued a downbeat Q1 forecast.

Inovio Pharmaceuticals (NYSE: INO) was also up, gaining 10.53 percent to $3.57 after the company received the "Best Theraputic Vaccine" award at the World Vaccine Congress after the close Wednesday.

Top 5 Cheap Stocks To Buy For 2014

Equities Trading DOWN
Shares of Solazyme (NASDAQ: SZYM) were down 1.30 percent to $11.40 after the company priced offering of $130 million of 5.00% Convertible Senior Subordinated Notes due 2019 and 5 million shares of at $11.00 per share.

Citigroup (NYSE: C) shares tumbled 5.20 percent to $47.54 after the company reported that its capital plan was not approved by the Federal Reserve. The Fed said that Citi's plan did not fix previously raised issues. Analysts at Keefe Bruyette & Woods downgraded Citigroup from Outperform to Market Perform and lowered the target price from $58 to $52.

Leidos Holdings (NYSE: LDOS) was down as well, falling 18.17 percent to $35.33 after the company announced its COO would leave, while releasing worse than expected guidance.

Commodities
In commodity news, oil traded up 2.10 percent to $101.27, while gold traded down 0.85 percent to $1,292.10.

Silver traded down 0.37 percent Thursday to $19.69, while copper fell 0.40 percent to $2.99.

Eurozone
European shares were mostly lower today.

The Spanish Ibex Index rose 0.42 percent, while Italy's FTSE MIB Index gained 0.03 percent.

Meanwhile, the German DAX slipped 0.34 percent and the French CAC 40 declined 0.26 percent while U.K. shares dropped 0.40 percent.

Economics
US jobless claims declined by 10,000 to 311,000 in the week ended March 22. However, economists were expecting claims to reach 323,000 in the week.

The US economy's growth was lifted to an annual rate of 2.6% in the fourth quarter versus 2.4%.

The pending home sales index dropped to 93.9 in February, from 94.7 in January.

The Bloomberg Consumer Comfort Index declined to -31.50 for the week ended March 23, versus a prior reading of -29.00.

Supplies of natural gas declined 57 billion cubic feet for the week ended March 21, the US Energy Information Administration said. However, analysts were expecting a drop of 50 billion cubic feet to 54 billion cubic feet.

Employee gripes: Health care costs, low raises

Cost-cutting by big companies in response to the changing business landscape has their employees worried about money.

Three out of four employees of big corporations say some of their companies' recent decisions, such as increasing health care premiums and giving smaller raises, are hurting employees' finances, a new survey shows.

"The last two years have been a period of rapid change among large employers which has required them to take measures to cut costs," says Shane Bartling, a senior consultant at Towers Watson, a human resources consulting firm, which sponsored the survey of 4,248 full-time employees at companies with 1,000 or more workers.

When employees were asked about changes their companies have made in the last two years:

• 47% said their employer had layoffs.

• 38% said their employer significantly increased health care premiums or out-of-pocket medical expenses.

• 32% said their companies reduced pay increases.

• 24% mentioned cuts or significant changes in retirement benefits.

The survey also showed that 47% of employees are worried about their current finances; 58% are worried about their future finances. "Clearly the level of worry is correlated to employers' actions," Bartling says.

Most (83%) people say their savings falls short of the recommended amount, while 60% say they need to save more if they hope to retire comfortably, the survey found.

The new data come on the heels of another report out last week which showed how little money many people have saved. About 36% of workers have less than $1,000 in savings and investments that could be used for retirement, not counting their primary residence or defined benefits plans such as traditional pensions, and 60% of workers have less than $25,000, according to a telephone survey of 1,000 workers and 501 retirees from the non-profit Employee Benefit Research! Institute and Greenwald and Associates.

"It is a tough situation out there when it comes to cutting benefits," says financial planner Anthony Saccaro, president of Providence Financial and Insurance Services in Woodland Hills, Calif. "I understand why companies are doing it. Quite frankly, there are a lot of unknowns including taxes and Obamacare."

Some people may want to bail from their current company, but it's often difficult to find another job, especially for older employees, he says.

If you are making a decent salary, there may be advantages to sticking with your current company, even if you don't get another pay raise, he says.

People need to do the research to figure out how much they need to retire, he says. There is a small percentage of people who think they can't retire, but they have enough money to retire comfortably as long as they are prudent with their money and invest it wisely, he says.

Consumers put on a happier face

New economic reports reflect both the weather-dampened economy of the past few months and brighter days ahead.

While gains in home prices slowed and new-home sales dipped in January and February, Americans' confidence in the economy and labor market this month surged to the highest level in six years, the Conference Board said Tuesday. Its consumer confidence index rose from 78.3 in February to 82.3, highest since January 2008.

In a research note, Capital Economics cited weather that improved from the cold and snowy conditions of the previous months, as well as near-record-high stock prices and a strengthening labor market.

"This seems to fit with the idea that weather was largely responsible for the weakness," says Capital Economics' Paul Ashworth. He noted that New England, hit hard by frigid temperatures and snowstorms over the winter, posted one of the index's strongest gains.

The rise in the overall index was due to a big jump in a measure of consumers' expectations for the economy to 83.5 from 76.5. Ashworth says that reading typically points to annualized growth in consumer spending of 2.6%, compared with 2% in 2013.

A separate measure of consumers' attitudes about the current economy slipped to 80.4 from 81.0. The share of consumers who said jobs are plentiful dipped to 13.1% from 13.4%, while the portion of those who said jobs are hard to get rose to 33% from 32.4%.

Still, the "present situation" index remains near February's post-recession high and has shown steady improvement, says Barclays Capital economist Cooper Howes. While the expectations measure is volatile, the gauge of the current economy more reliably captures consumers' views over time, he says.

"It's reflective of the fact that more people are starting to realize that the improvement in the economy" is affecting them through higher home and stock pri! ces, as well as stronger job growth over the long term.

Separately, new-home sales fell 3.3% last month, the Census Bureau said, in another sign that the housing market weakened amid extreme winter weather. Yet other forces may also be holding down new-home sales, including mortgage rates that have drifted higher since last summer and an unusually low inventory of new homes that has pushed up prices.

IHS Global Insight said it expects inventories to grow this year, making homes more affordable to more buyers.

A closely watched measure of home prices in 20 cities rose 0.8% in January, but the gains slowed from previous months, according to the Standard & Poor's/Case-Shiller index.

Is the US Energy Independent?

Michael Peterson, shares his forecast for the direction of US oil prices in 2014, and where they stand in direct relation to the global energy community.

TERRY:  I’m Terry Savage from MoneyShow.com with Michael Peterson, senior analyst at MLV and Company.  You are a specialist in energy and commodities.  I want to focus on energy on right now.  The United States is now energy independent.  We can export more than we can import.  It’s a pretty exciting turn of events.  It should mean that energy prices come down, right or wrong?

MICHAEL:  I wouldn’t say that we’re yet independent.  We’re certainly self-supplying more than we have in times past.  On a global basis, I don’t think that U.S. production will necessarily drive prices in one direction or another too much because you have to remember OPEC has been serving as a balancing function.  For every barrel that we produce, all else being equal, OPEC is really going to be in a position of taking a barrel offline to balance the market.

TERRY:  Is that a good thing?

MICHAEL:  For the U.S.?  Absolutely it’s a good thing.  We benefit not only from enhanced production and additional security of self-supplying, we also have a circumstances where we’re less reliant and less exposed to external factors namely OPEC.

TERRY:  What happens to prices if OPEC says we don’t want to let prices fall, we just won’t drill as much or pump as much.  What happens to energy prices in 2014?

MICHAEL:  For decades, OPEC has served that role.  They will increase or decrease output to balance the market.  They look at inventories with price kind of falling out as a secondary consideration.  I think that their function of balancing the markets is likely to persist in 2014.  We’re over supplying the global market by let’s say a quarter of a million barrels per day.  It ink there is some chance that they might want to take some barrels off line.  Two reason for that.

TERRY:  Before we get into the depths of that, give me the price of oil at the end of the year.

MICHAEL:  I think the price of oil is going to be about $100.  I don’t think we’ll see a meaningful change.

TERRY:  To stay around there.

MICHAEL:  We’ll have a lot of volatility between here and there for sure, but I don’t expect to see that prices will run an average per year.

TERRY:  Natural gas, not necessarily parallel as we’ have seen over the last four or five years.  What’s the outlook for that?  We’ve had a very cold winter and of course a surge in price recently.

MICHAEL: I think the prospect for natural gas long term is great, near term is very modest.  I would say $4 prices on average in 2014.

TERRY:  One last thought, if you were to invest in the energy sector, you look at your portfolio, what do I do in energy that’s a big field, what would you consider buying?

MICHAEL:  I would look at parts of energy that have an opportunity to grow independent of the commodity.  We just said prices are likely to be largely unchanged 2013 to 2014.  I would look for companies that have an ability to either increase volumes and grow their earnings that way or benefit from efficiencies.

TERRY:  Give us some names.

MICHAEL:  Mid-Com Energy is a great master Limited Partnership.  They’re focused on secondary recovery within the oil patch meaning after a field has exhausted its normal productive capacity, Mid-Com comes in with water floods and reinvigorates the field.

SYMC Stock: Symantec Doesn’t Look Secure

In a sudden move, Symantec (SYMC) has terminated its CEO, Steve Bennett. And Wall Street is definitely concerned, as SYMC stock is off about 12% in today's trading.

Symantec 185 SYMC Stock: Symantec Doesn't Look SecureThe company tried to calm things down with its press release, which said that the firing was “the result of an ongoing deliberative process and not precipitated by any event or impropriety." Yet it seems there must be troubles brewing for SYMC stock.

Let’s face it, Steve Bennett was only at the helm for two years and only came up with his turnaround plan in January 2013. The company has also seen other top executives leave during the past couple months, including CFO James Beer and president of products, Francis deSouza.

If anything, the Symantec CEO position has been dicey over the years. Keep in mind that the board pushed out Enrique Salem just two years ago. And he only had the job for about three years.

As for now, the replacement for Steve Bennett will be Michael Brown, a board member and the former CEO of Quantum Corporation, who will hold the Symantec CEO position on an interim basis. SYMC will then begin a search for a permanent leader. However, the process could easily take months to complete. Again, this cannot be good for SYMC stock.

For example, the company faces intense competition. There is an onslaught of cutting-edge startups that are grabbing a bigger share of the security market. They are also taking advantage of the red-hot IPO market, as seen with the hugely successful deal of FireEye (FEYE).

SYMC stock has also suffered from the lack of a clear-cut mobile strategy. For the most part, the category is a rich target for security products. But SYMC's efforts have been lackluster. Capitalizing on the void are scrappy startups like Lookout, which have raised substantial amounts of venture capital.

Yet the biggest challenge for SYMC stock is the secular decline the traditional PC business. Consider that a large amount of sales come from antivirus software and back-up systems for the desktop. The result is that growth has stalled. During the last nine months of 2013, net revenues fell by about 2%. Yes, that’s a grueling loss as the overall security market continues to show lots of momentum and remains a high priority for enterprises, especially in light of the high-profile breaches at companies like Target (TGT).

In other words, the new Symantec CEO will have a tough job ahead. And given the company's track record, he or she will not have much time to show results for the turnaround. Unfortunately, this pressure may make things even tougher for SYMC stock as a new leader won’t have much leeway to try new things and focus on the long-term of the business.

In other words, maybe Steve Bennett should hope the Symantec CEO position remains an interim thing.

Feb. housing starts slip 0.2%; permits surge

Housing starts steadied last month but building permits rebounded to levels last seen in the fall, the Commerce Department said Tuesday.

Builders started construction of new homes at a seasonally adjusted annual rate of 907,000. That's down 0.2% from January's revised estimate of 909,000. The government's previous estimate was 880,000.

February's level was close to economists' median forecast of 910,000 in Action Economics survey. But it's a slowdown from the 1-million-plus annual pace in November and December.

Housing starts increased in the South and Midwest last month, but slowed in the Northeast and West.

Permits, a gauge of future construction, ran at an annual pace of just over 1 million, a 7.7% increase from January and the highest level since October. The gain was all in multifamily housing, where permits have climbed to mid-2008 levels. But permits for single-family houses fell 1.8%, the third straight monthly decline.

The trend reflects a broader shift in housing construction market, observed economists for the Royal Bank of Scotland in a client note Tuesday.

Over the past 12 months, multi-unit homes accounted for 33.8% of starts and 36.8% of permits, the bank said. Seven years ago, before the recession, those shares were 19.1% and 26.0%.

Other economists had mixed reactions to the report.

Joel Naroff, of Naroff Economic Advisors, said the pick-up in permits overall is a good sign for construction activity in the months ahead.

"Since builders generally don't pay the money for permits unless they expect to do something with them, you can bet that once the warm weather returns, so will the bulldozers," he said.

Richard Moody, chief economist of Regions Financial, said single-family starts and completions were rising at a slower pace so far this year than he had anticipated. "Builders continue to be pla! gued by shortages of lots, labor, and materials and unless and until these constraints begin to ease, any rebound in single family construction will remain restrained," he said.

Those same concerns also were cited Monday in the National Association of Home Builders' statement on its builder sentiment survey for March.

The NAHB/Wells Fargo index rose to 47 from 46 in February while builders' expectations for the next six months weakened by a point to 53. Readings below 50 indicate more builders view sales conditions as poor rather than good.

This stock is off to a strong start in 2013, with shares up 19.4%.

    If you take a look at the chart for Tetraphase Pharmaceuticals, you'll notice that this stock has just started to trend back above its 50-day moving average of $7.76 a share with decent upside volume flows. That move is quickly pushing shares of TTPH within range of breaking out above some key near-term overhead resistance levels that have acted as a ceiling for the stock for the last three months.

    Mark! et player! s should now look for long-biased trades in TTPH if it manages to break out above some near-term overhead resistance levels at $8.30 to $8.40 a share and then once it takes out more resistance at $8.50 to $9 a share with high volume. Look for a sustained move or close above those levels with volume that registers near or above its three-month average volume of 62,234 shares. If that breakout triggers soon, then TTPH will set up to re-test or possibly take out its all-time high at $9.66 a share. Any high-volume move above that level will then push TTPH into new all-time high territory, which is bullish technical price action. Some possible upside targets off that move are $12 to $13 a share.

    Traders can look to buy TTPH off any weakness to anticipate that breakout and simply use a stop that sits right below its 50-day at $7.76 a share, or below more key near-term support levels at $7.37 to $7.02 a share. One can also buy TTPH off strength once it clears those breakout levels with volume and then simply use a stop that sits a comfortable percentage from your entry point.

    It's fun to be right, especially when it comes to picking stocks. Sometimes though, you can be a little too right, too fast, forcing a change in the game plan. Well, the good news/bad news is, I was too right, too fast with Zalicus Inc. (NASDAQ:ZLCS). Back on August 30th I pegged ZLCS as a buy-worthy trade, when it was trading at $0.71. It hit a peak of $0.93. That's a move of 31% in just two trading days. Though the gain has since been whittled down to 'only' 17% thanks to the retreat to the current price of $0.834, shares are still overbought, and I still have to advocate selling your short-term trade on the position.
